The National Agency for Amelioration and Development of Housing "AADL" has been created in 1991by decree # n°91-148 of May 12,1991 in the form of a public establishment of commercial and industrial nature under the supervision of the Ministry of Housing. AADL guaranties a mission of public services,it is endowed with moral personality and financial autonomy.
The Agency's object on the whole national territory : Mastering of delegated work. National programme of type Hire-Purchase. The promotion and development of real estate market. The support and dynamisation of actions through: · Absorbing the precarious housing. · Renovation and restauration of older networks. · Urban restructuration. · Creation of new cities. The elaboration and diffusion of newly construction methods to be developed throughout a whole programme. The conception with a wider distribution of information flowing towards agents of real estate and land markets (i.e.: promoters, citizens, financial institutions, local public authorities, manufacturers of raw materials, planning departments, contractors, building managers, associations…).
As regarded, the Agency ADL has created within its body a National Observatory of Housing established on references elaborated in collaboration with the Ministry of Housing, the services of USALD and the World Bank.
The Agency ADL is organised with a head office in Said Hamdine in Algiers, and regional agencies: Algiers, Oran, Constantine and Annaba: filials: Setif, Bejaia, Tiaret,Tissemsilt, Bou-saada, Ghardaia, Ouargla, Biskra, Oran, Tlemcen, Ksar El Boukhari, Kolea, Blida, Boumerdes and Tizi Ouzou.
The agency's activity is dominated by the management and the promotion of real estate operations directed to housings; lands are acquired from the National Domain, they are studied, equipped and retroceded to the operators for the realisation of collective and individual, social and promotional housing programmes. The Agency develops also works entrusted by the Ministry such as the file relevant to the projects of new cities: the new city of Boughzoul, about 270 km from Algiers, Ali Boumendjel in the wilaya of Constantine and Sidi Abdellah in the wilaya of Tipaza.
