RESTRICTED national and international INVITATION TO TENDER

The National Agency for Improving and Developing Housing « AADL », launches a restricted national and international invitation to tender for the realization (including the resumption of study) in all trades remainder, to carry out a program of the 540 residences in Brakni (Province of BLIDA), that is to say, 101 residences left set out again in two buildings (R+14 et R+12) intended for hire purchase (including commercial and professional premises and caretaker's lodges).
This competition is restricted for the titular companies of the professional certificate, qualified in the principal activities of the building and classified with category IV and more.
A guarantee of submission, of an amount, which cannot be lower than a percent (1%) of the amount of the offer expressed in Algerian Dinars all Inclusive of tax, must be produced with the title of this invitation to tender by any tenderer.
This guarantee must be emitted:
- For the national tenderers by an Algerian public bank.
- For the foreign tenderers by a foreign bank of first order approved by an Algerian public bank.
The schedule of conditions is to be withdrawn on presentation of a copy of the register of trade and certificate of professional qualification and classification and against payment of the sum of 2 000, 00 DA at:

The offer accompanied by the obligatory parts enumerated in the instruction with the tenderers is to be presented under principal envelope sealed, not comprising any other external inscription but the number, the object of the invitation to tender, the name and the address of the building owner and the mention «tender not to open"
This principal envelope will shelter three other sealed envelopes:
1 -- The envelope « A » will contain the guarantee of submission
2 – The envelope «B » will contain the whole of the parts of the file relating to the "technical and financial" capabilities of the tenderer ;
3 – The envelope « C » will contain relative parts of « the financial offer » .
Each one of these sealed envelopes will have to be identified as such.
Without any constitutive parts of the files A, B and C, enumerated in the instruction for the tenderers, integral part of the schedule of conditions, the offer is not admitted.
The limiting date of the deposit of the offers is fixed to the thirtieth day (30th) at midday (12h00), which runs starting from the first publication of the invitation to tender in BOMOP or in one of the national daily newspapers. This date is tacitly deferred to the first day (1st) working if this date coincides with public holidays and/or legal weekly rest (Thursday – Friday).
The offer must be deposited within the necessary times at the address hereafter:

The public opening of the folds, be carried out in the seat of the building owner indicated above in the presence of the tenderers, the day coinciding with the limiting date of deposit of the offers indicated above at (14h00) fourteen hours.
The validity of the offer is fixed at 180 days as from the limiting date of the deposit of the offers.
This present advice holds place of invitation to the tenderers to attend the opening of the folds.
